Five-day online training course will be held in October – November 2023 as part of the UNFPA regional programme “CISPop: Better Data for Better Policies”. This training course is designed to provide participants with the knowledge and skills necessary to effectively plan, design, conduct, and report on sampling procedures.
The training will cover basic concepts of sample surveys, sampling techniques, issues related to weighting and statistical analysis of sample data, and preparing reports on sampling procedures. Employees of the national statistical services of the Commonwealth countries involved in conducting sample surveys were invited to participate in the training.
CISPOP «BETTER DATA FOR BETTER POLICIES» is a regional United Nations Population Fund (UNFPA) programme. The programme is aimed at strengthening methods for collecting, analyzing and using population data for evidence-based policy-making in the CIS countries and is funded by the Russian Federation.
Developing policies that enable societies to prosper in the face of demographic changes requires reliable systems for collecting, analyzing and using population statistics. After the dissolution of the USSR, the all-Union centralized system of statistical accounting ceased to exist. As a result, in many countries of the former USSR, problems arose related to national potential in the field of statistics, public perception of the role of population data in national development processes and, accordingly, the collection, analysis and utilization of such data in the formation of national policy. CISPop projects are aimed at resolving these issues and improving communication between statistical services of the CIS countries.
The goal of the program is to provide stronger data and evidence base for policy-making in the CIS countries.
The United Nations Population Fund (UNFPA) is the UN body that guides operational activities of the UN system in the field of population and provides assistance to developing countries and those with economies in transition in finding solutions to demographic problems. The Fund seeks to improve reproductive health and family planning services on the basis of individual choice and formulate population policies in support of efforts towards sustainable development. It also contributes to a better understanding of population problems and helps governments address them in ways that are most appropriate to the needs of the country.
Centrostat — The International Center for Statistical Expertise. The Centrostat was founded in 2020 and is hosted by the Information and Publishing Center «Statistics of Russia». The establishment of the Centrostat was the result of the joint activities of Rosstat and the World Bank to develop official statistics in Russia, as well as to work on strengthening international statistical capacity. The Centrostat cooperates with everyone who is ready to contribute to the development of official statistics and the promotion of statistical literacy. The primary focus of the Centrostat is on ensuring that data become an effective decision-making tool for everyone: government, business, and society.
The Federal State Statistics Service (Rosstat) is a federal executive body responsible for generating official statistical information on social, economic, demographic, environmental and other social processes in the Russian Federation, as well as oversight of official statistics in the manner and cases provided for by the legislation of the Russian Federation.
He is a trained physicist (Faculty of Physics of Moscow State University) and sociologist (University of Manchester).
Since 2007 he has been working in the field of conducting surveys and designing samples at the Public Opinion Foundation.
He has been teaching a course on sample surveys at the National Research University Higher School of Economics (HSE University) and the Moscow School of Social and Economic Sciences in the Departments of sociology since 2010 and 2013, respectively. He is a lecturer at a number of workshops, short courses on sample surveys at the Institute for the Rule of Law (IRL) at the European University at Saint-Petersburg (EUSPb), Mail.ru Group, Central Bank of the Russian Federation, Russian Railways, International Labor Organization and other companies.
